Hon ^_^ the credits taken for submitting is very little infact...
its like about 0.5 to 1 points... so there isnt much to bother...
And yes there is the gallery moderators who see to it that wallpapers here are quality work or at least with some effort shown....

And if your wallpaper is of high quality and is very well done...
It will most likely end up in the elite gallery/highlighted or generate lots of favourites from the members here..... and also some members will watchlist you....
All of these mentioned will give you credits although it is virtually unknown how much is given, but it is guaranteed way much more than the cost you use to submit wallpapers

^_^ we are trying to get a higher standard of arts....
So we give credits to whomever giving to the community quality scans
So its basically 4 credit points for each scan posted...

As for wallpapers....
Its a different thing...
We are basically an art community so wallpapers will be posted in often..
But we want to encourage people to make quality wallpapers with effort and consideration... not something made in 5 minutes or so... And if we give credits for wallpaper posted... more people will just post low quality wallpapers for the sake of credits and not art... And also it will encourage more rippers to this community..

The staff doesn't want to give out the formula to help prevent abuse of the system. It isn't that they want to keep people in the dark, they just want to keep things fair. If someone found a loophole he would gain an unfair advantage over other members, and that is unwanted.

As for wallpapers, they cost you credits to submit. This is to prevent people from spamming the gallery with 10 minute wallpapers, and hopefully encouraging them to expend more effort on their wall so they will receive higher praise. The cost is very low, but the more people who have added you to their watch list the higher the cost becomes (unless you have a massive amount of watchers it is still a low cost.)
